You add the mono file to the panel, click on the dropdown list in the top left corner of the track
and select 'Split Stereo Track'. Then you delete the bottom track, go to Edit/ Duplicate. Set one of
the tracks to the left channel and the other one to the right channel, then go to the upper track
and select 'Make Stereo Track' from the dropdown menu. Hope that helped.
